Investigates coca farmers‘ uprisings in San Gaban (Puno, Peru) during Peru‘s state of emergency in October 2005.
The film follows Hugo Cabieses, a dropout from the Peruvian anti-drug agency DEVIDA, and Elsa Malpartida, the militant union leader of the coca farmers. Thirty thousand coca farmers in Peru have joined her organization CONPACCP, which maintains close contacts with Evo Morales‘ Bolivian MAS. Malpartida paralyzed the capital Lima with a large demonstration by coca farmers and was labeled a drug terrorist in the Peruvian press. The social situation in this remote region is dire for the people. This gives Malpartida support. However, the filming also takes us to remote villages that are dependent on the cartels' income and to the landing strips used by drug couriers.
